Our Story

From Tulsa Oil Boom to the Heart of Houston Energy.

MSI's roots trace back to post-war Tulsa, Oklahoma, where John A. Halpine built Tank Service and later Halmor Meter Proving. This is one of the earliest third-party mobile meter proving operations, serving producers, pipelines, refiners, and marketers.

His son-in-law, Robert "Bob" Klasen, a returning WWII Marine Raider, learned the trade the old way: in the truck, at the meter, in the heat. In the 1960s, Bob carried that work to Houston, following the industry into the Gulf Coast energy corridor.

A few name changes later, MSI still serves airline fuel consortiums, pipeline operators, and refinery customers across Texas and our Nation. In 2026, MSI joined Praxis Custody Measurement Group, pairing decades of field knowledge with a platform built to scale.
